I completely removed everything from the turbo except the compressor outlet hose which was stuck. The actuator isn't seized, but when I blow through the inlet barb, air just leaks out the hole at the bottom. Yours has a hole in it which is why it's bypassing air and that means it's stuffed. If you were deadly you could open the actuator, replace the diaphragm and it would be fixed. As you can see these aren't designed to be repaired and as such I wouldn't even attempt it. Chuck a new actuator in and it'll be back to normal. What area do you live in?
