Remove the dump pipe and have a look at the back of the turbo to see if anything is awry. There is a clip that holds the actuator rod to the wg arm, remove it and you'll be able to see if the wg flap can open and close properly.

I end up getting around to doing this job. I completely removed everything from the turbo except the compressor outlet hose which was stuck.

 

The actuator isn't seized, but when I blow through the inlet barb, air just leaks out the hole at the bottom. I'm assuming the actuator is bad? or is there a certain allowable blow-by on this actuator?

There is a diaphragm inside the actuator. Yours has a hole in it which is why it's bypassing air and that means it's stuffed. If you were deadly you could open the actuator, replace the diaphragm and it would be fixed. As you can see these aren't designed to be repaired and as such I wouldn't even attempt it.

 

Chuck a new actuator in and it'll be back to normal. What area do you live in? Someone will probably have one lying around from when they upgraded etc.
