Bypass it for a quick test drive to see how it goes. You can spray wd40 in them if they get sticky (I've done this and it works) but they are pretty cheap to replace if it turns out to be the culprit. Be warned that the boost reference hose can pop off if it has wd40 on it, so a cable tie or little clamp could come in handy to prevent that. Don't pay someone to look at the tune just yet. Due to the previous comments regarding the exhaust, it's possible that the exhaust and cat have been messed with, and is flowing too much for the stock wg and tune. Another thing that can happen that was posted about recently, is the boost reference hose has a split or hole in it and is bleeding off air under boost. Let us know how the new/used actuator goes. Get a new one though cos they are cheap, and at least it'll be good for another 10 to 15 years or so. @JETURBO will hook you up with a stock actuator no worries, if that's what you're after.
