There's the PCV system and then a vacuum line that runs to this, which has lines going to underneath the car. What is it for?

It’s the solonoid for the fuel tank purge commonly known as the charcoal canister system.

So it's safe to say the solenoid is always closed unless there's a signal it needs to purge?
