It depends what car it's going on and what the stock boost currently is. But most likely, there'll be almost no effect to changing the actuator to a 7psi on a stock car without tuning it. Only a BA XR6T with 5-6PSI stock will possible overboost to 7psi, but the stock tune probably has margin for that small amount of overboost.

 

It's only necessary to change the actuator if the current one can't control boost. The stock one always can and you only need to upgrade it if you're changing the tune as well which obviously has more boost.

I highly never recommend fitting a Turbosmart actuator without tuning as they have a very high tendency to be set to firm even with typical installation techniques and results in big overboost situations
