I'm not really sure what else would cause it.

 

It won't hurt to spray some wd40 into the solenoid and also double check that the boost sensor in the intercooler pipe is still plugged in. 

 

I spose I should have asked, was it working fine before the turbo was swapped?

I'd do some further research before throwing parts at it. 

 

There is some pretty knowledgeable people on here that can probably suggest other avenues.

Most things already suggested cover off the basics and most likely causes unless the turbo's are slightly different and it needs a tune to take that into account. DIfferent exhuast housing, IWG hole and other factors could be impacting you here. 

 

Have you tried to put compressed air into the boost solenoid at determine a what point it is opening? if you can do this, taper down the psi to a point where it barely opens and fully opens. How does the installed wastegate compare to your bench unit? 

 

Afraid to say it might be time to get it to a tuning shop that can connect up some gear and determine boost, wgdc etc etc.

Thanks for the responses guys but ive sorted it out.  A black rubber glove I had over the intercooler pipe while I was working on it must of fallen in at some point and was blocking the intercooler :dohdoh:
