I'll try to address the first part though as I think the last part is subjective. The 11 blade has all the same height vanes, while '+ type' wheel vanes are different, primary and secondary you could say. Vane design is reflected in the compressor map. It is something that someone choosing a turbo should look into to suit their driving style.
