Rust?

That is a weird spot, but water can splash into there... I'd personally check underneath to see if any water has got in there and if not then check the crossmember for rust and if it's only in this position I'd just use a rust repair product on that area and be reasonably happy with the situation.

When I was looking at buying one of these it seemed as though that was a common spot. 

Apart from that I think @k31th advice is sound. Just check it hasn't spread too bad yet. 

 

Is it a private sale?
