So if I pull the turbo off and set the actuator back to its normal spot like before it should be good?

Because my car is not making the boost it should. Im going for a drive in the hills today with the family. Would anything happen to my car if its under load climbing the hill?

Only if the tuner has be conscientious enough to tune all load points. If no the potential for Knock exists at lower boost levels. But generally bad cause it's a waste of good boost.
