I think that this process has stamp duty attached, doesn't it?You basically treat a transfer from NSW (or other) to VIC like a "new" rego in Victoria (hence the RWC requirement specifically for Victoria) and a "transfer" in Victoria all bundled into one (hence the stamp duty)At least that's what I found out a couple of years ago when I bought the car haha.
