It's been a long time, but I was involved in setting up a promotion that gave away a nice holiday.I had to apply (I cannot remember which government department) and describe in detail the mechanism being used to draw the winner. If they don't run things properly, it can look very bad - that the public is being duped and there is no real prize or chance to win it.
