Only difference is the 28's have a different sized converter, programming in the electronics & something else that's small I can't remember. Basically same gear internals

They are not all the same, there are bell housing variations as the cases are actually different to suit different engines, they are not identical internally either, internal hardware variances is the reason the rated torque capacity increases over models.

Also, aren't all N/A I6 ZF's 5-speed?

No , we baught fluffs olds a FG 2010 xr6 N/A with ZF 6 was a option as majority were zf5

some one has accidentally put the incorrect amount in, common issues with performance shops and ZF rebuilds
