If your looking to disable the ABS its a no go really, vss signal comes from there. Un plug it. Your car will go into limp mode. I imagine cutting power to it would do the same thing.

There are a couple of solutions but what is it that your wanting to do?

I just wanted to put one back in if it is meant to have one there. I have seen heaps of BA's without the ABS2 Fuse.

So many in fact that I didn't know if that space was even utilised. Actually I don't think I have ever seen one ba with it in.

There's a lot of factory options for these cars (some of which are ludicrously expensive). There's also a few common parts between different years & models of Ford (like the fuse/relay box). My bet is it's meant to be empty, and will only get used with a particular combination of model and factory upgrade options.

TL/DR: Don't worry about it. You'd be seeing fault codes & dash messages if there was an issue.
