I have seen heaps of BA's without the ABS2 Fuse.So many in fact that I didn't know if that space was even utilised. Actually I don't think I have ever seen one ba with it in. There's also a few common parts between different years & models of Ford (like the fuse/relay box). My bet is it's meant to be empty, and will only get used with a particular combination of model and factory upgrade options.TL/DR: Don't worry about it.
