An emissions test would just be a consequence of being called in for excess noice.To fix the noise issue, the easy option would be to re-install your stock turbo back exhaust and this would fix the cat issue at the same time.as long as the body of the cat is there with the 02 sensor in place and it looks legit, no one is going to check if there is a core in there.
