I do not know exactly if the 100 cell passes but the non existing cat defiantly gives you a instant fine and a defected car

Yes because everyone climbs under your car when you're pulled over for a breathalyzer!

And in my 20yrs of driving I've never had someone look under my car...

If your worried about getting epa'd, you should be more worried about noise levels, this is the reason why they would have called you in the first place. An emissions test would just be a consequence of being called in for excess noice.

To fix the noise issue, the easy option would be to re-install your stock turbo back exhaust and this would fix the cat issue at the same time.

as long as the body of the cat is there with the 02 sensor in place and it looks legit, no one is going to check if there is a core in there.
