installing an electric boost gauge and was wondering if makes a difference if I install the sender in the engine bay or in the dash? do I need to keep the vac hose as short as possible or anything?

Doesn't matter, but light travels faster than air, so the shorter your vac line the more responsive and accurate the gauge
