You can do it on the car fairly easily. You need a hooked pick, a mechanics mirror and a torch. Very fiddly, but easy. Remove rear heat shield, use. Mirror and torch to locate circlip, that holds on actuator rod to wastegate flap and hook it and pull. Wind on a few threads and replace circlip. Easy. Just requires a bit of patience.

A very long pair of pointy end pliers can be used to turn the threaded rod into the actuator arm if its not seized and easy to turn.

Saves pulling the e-clip off etc worth a try.
