Something is wrong and dont drive it till you find out what it is, otherwise you may stuff your new bottom end.Yes, it sounds like oil pressure not getting to the rockers and that may also mean not getting to the bottom end.Did you touch the head at all after you took it off your old engine?? When hot it will idol around 35psi? Those are off the top of my head but gives you an idea... I wouldnt start it until you put an oil pressure gauge on it and even then prime it before you strart it to see if it builds oil pressure.How long have you run it? it really sounds like the lifters are not bleading up..
