Bigger intake, bigger turbo, bigger intercooler, battery relocation kit, valve springs, rods, pistons, exhaust manifold, full exhaust, anti surge fuel tank and pumps. Input shaft on the auto, along with a strengthened tail shaft and at least a truetrac if you want a reliable diff. Then there is all of the little things that will add up but you won't think of. Diff bushes, oil pump, cooler thermostat etc. the list just goes on. My guess would be parts alone, the build would be closer to 20k than 10k. These are very powerful cars with fine tolerances so if there was any of this build-up you talk of, we would have heard about it by now. I'm leaning more on it being dodgy fuel from a servo. Most consumers use the same servo to fill up all the time so it's quite possible the local one had dodgy tanks or something. Kyle will also be able to advise you on correct turbo combination to reach your goal. The boys up there have more 600rwkw+ turbo six's coming out of their shop than anyone one else I know.Also, I wouldn't push things to hard on pump 98. 500rwkw on E85 will be a lot safer and easier to achieve than on 98. There are plenty of safety measures that you can take to minimilise the risk. One is save the big hp pump runs for dyno days or do the tune & throw some toulene in the tank or run a good quality water/meth kit to give you that safety margain.
