Just seemed like a massive crank up of the quote for time it would take to do the job. Plus minimum amount of cable considering it was just a fix up not a rewire. It cant fail, what has failed is the circuit breaker, likely due to it not being tightened sufficiently. 4mm and 32A would be correct for whole house system. Many many kW / Hp is your unit.
