Unfortunately many people lack it. It's just about actually being aware and courteous of other drivers. That's the issue. I agree, keep left if your not overtaking (or at least doing a solid bit over the limit), cause that sh*ts me, but if I'm in the left lane and there's a few people in the right lane doing the limit and I'm doing the same or just under, and I've got someone clearly trying to get around/through, I'll either back off for them to go by in my lane, or I'll give it a bit to get past the group of people so they can go too. It's just awareness, no one looks anywhere but on the floor 3m in front of them.
