It is attached to the actual tow bar. Lol I used wood screws this time for some reason. There is a little plate under the tow bar that it attaches to. Don't. I'm teaching my kids to look for cars before crossing the road and only crossing when the cars have passed. You can't explain to a 2 year old that some cars are ok to walk in front of because they may or may not stop for them.
