By 'slower' do you actually feel like theres some sort of lag on your power, or your down on power or what? I've never heard of this happening. Its like basiclly putting a higer diff ratio in.Have been known to lose 10-15rwks on a dyno. Go up a gear and its harder to pedal.. but yes..eventually you will have a higher speed.A larger diameter rear wheel will want more horespower to turn it that a smaller diameter wheel. Its basic physics.Personally going from my original 18's to 19's is where I noticed the biggest ride quality difference. From 19's to 20's not so much. 19 and 20 inch tyres for our cars run the same profile.
