This is direct from the formulas used for payroll software: in a nutshell the gross is rounded then $0.99 is added, multiplied by the percentage, then the relevant dollar figure is deducted, then rounded again. Even though the brackets have shifted I'm pretty sure everyone gets a slight decrease, even those suckers that don't get leave loading after the separate scale was abolished for that.
