To a point.If tutut is what's happening , its the pressurised air passing back over the turbine blades trying to stall the turbo. sounds good but the Bov idea is to stop this and reduce lag by keep the turbo spinning.A bov with a tight spring wont do its job properly and too lose will lose boost.
