Touching up over the top with a bit of clear is good as it blends and also protects the base coat touch up paint as it doesnt have as strong hold out rating as clear. Paint code on some cars is not enough for a good match, your best bet is a panel shop so the painter can mix some up and do a spray out card to find the variant or if they use a spectrometer it can automatically tell you.
