No they aren't mate. (might be stating the obvious here but) Shocks dont determine ride height, springs determine ride height

Your right, however there are height adjustable shocks on the market:

heres an example of the koni shocks I was speaking about. You just remove the ring and set it to the desired height... they only come with 3 settings but you can grind out another circlip.

dont forget your traditional aftermarket "coilover" which uses the same spring but the thread on the bottom of the shock determines the ride height
