A new set of tyres compared to when they are bald will also affect accuracy. If you swap rim size but the tyre you put on is the same diameter as before, then there would be no change. It pays to check against GPS indicated speeds (plenty of smartphone apps) at 100km/h on nice flat highway to get a feel for it. You can also use online circumference calculators like www.willtheyfit.com Keep the front and rear circumference close to each other to avoid funny behaviour from driver aids!
