It comes between the metal rail and the tub liner. I was thinking of taking off the metal rails and giving it a good dose of silicone between it and the plastic tub. I fixed this inexpensively (on my fg soft cover) by going to Clarke rubber and buying some small rubber gromits to plug the holes and some rubber chair leg tips to plug the drains, they taper at a slight angle so seal fairly well. I'd suggest taking the rails off and making sure the tub isn't too warped (it happens!) and getting some good foam/tape/magic powder in there to seal it all up.
