because its a different state you dont actually use your rego, meaning its null..

no refunds, just hand in the plate and its settled with the change over papers..

So instead, you ship it , take the plates off when you drop it off, then un-register it, then when the guy gets the car, he will need to wait for you papers to sign it over into his name...

Eitherway, if its in a different state, the car will need pink slip.. if its older than 10 years or (I think) you will need a blue slip which is epa, chassis check everything..
