As you said, it sounds nice but won't do anything - if you're up to 10 years + a pursuit law wont be an issue. The traffic penalties are way out of step with our criminal punishments anyway. You can do some skids and get your car impounded even if it was a deserted industrial area late at night but if I get pissed and go out and bash an innocent bystander I'll probably get a good behaviour bond, maybe some community service.
