The impending inspection will reveal all. A quick pull of the ignition fuse would have sorted it all.

or turn off the ignition, or push into neutral, or proper push of the brakes (like he did when there was actually some danger)..

Just a thought heard it somewhere, if the cruise control was stuck, would applying the brake cause the throttle to open more as the engine would think that the car is slowing and would attempt to speed the car up? Causing the brakes to fail as there is no vacuum to help with the brake assist?

Seriously though it seems odd as you could simply press the OFF button on the cruise control and I doubt that that would have failed as well. Or even putting it in neutral.

Something isnt right here.

Yep, he tried all of the above solutions. All apparently wouldn't work. The only explanation I can see is that when he crossed the median, he said the car "jumped" which may have disabled the cruise control, thus allowing him to break to a stop.

Dule, If my car was stuck on 100 and nothing would disable it, I'm 100% certain I could find the fuse box and start pulling fuses like mad.

the only thing is that it might be a little hard to find a fuse while doing a 100

Yet he could manage to locate the Ford head office phone number and call it instead of 000.
