exhaust gasses like to follow the path of least resistance, if its easier to flow around the turbine and out the exhaust it will go that way. opening up the stock wastegate allows more gasses to exit the wastegate instead of going around the turbine giving better boost control at high rpm where there is more exhaust gas than is needed to hold maximim boost.

it is also a massive fine if your caught with pipe instead of a cat, like 10 grand iv heard.

Yeah my mate got done with a Straight inline pipe and screamer on his VL Turbo

fine came to about $9000 with court hearing and impounding of vehicle for 48 hours!

save your cash and time and just get a Cat mate :)
