This has been discussed on FF a fair bit and it seems to vary from state to state. Some places you can't have the bottle and other you cn have it as long as it's not connected. Don't ask me for specifics though.

In NSW NOS cannot be fitted to a car that drives on public roads. Therefore it is illegal for the bottle to be in the car or to have the fittings attached to the inlet manifold or spacer under the carb, plumbing etc.

Ken your son should be impressed. The majority of HWP guys are car guys and have a keen interest in cars, driving and car modifications. The HWP officers (not guys) that are not interested in cars are in the section to avoid all forms of work or have a gender inferiority complex and like the power that we have and they wield it irresponsibly.
