Can't Get Any More Boost

Hey Guys

I have the usal mods, PW stage 1 cooler, Crow Valve Springs, UBP, Walbro, K&N, wastegate mod, stock high flow cat and a 12 psi actuator.

Basically what my problem is the most boost we have been able to get out of it was 12psi. And that's running ALOT of duty to get it there. Something is choking it somewhere along the way but I haven't been able to pin point it... My current tune is a 10psi tune that holds 10 psi all the way. Now I was on the understanding that with a 12 psi actuator I wouldn't be able to run under 12 psi?

Has anyone else had this problem? or maybe someone has some insight into what could be the problem?

You haven't mentioned anything about your exhaust system.

What is it and could it be the problem?

Forgot to ask. Where is your boost gauge signal taken from?

Its stock exhaust with hi flowed stock cat :) The boost guage is taped in off the bov reference line. Before that goes any further, dataloging also says 10 psi.

I wish it was that simple, I replaced the filter the day the tuning was getting done, mind you the filter I took out was as clean as a new one.
