is it auto or manual?

I think most autos have a neutral rev limiter at 3000rpm

But a manual shouldn't have a revlimiter as the engine can't tell if you're in gear or neutral

if you need to rev it for your mates and it's an auto, try park instead of neutral

I may be wrong but I think its limited to 3000rpm in neutral so people can't go dialing up 5000rpm and sticking it into drive.

I remember reading (or maybe day-dreaming) somewhere that not being under drivetrain load, the engine will not make enough exhaust gas to spin the turbo up...

I'm not quite sure what you mean, but if you're in neutral and got your foot flat to the floor then lift off, the revs should drop as quickly as they normally do if you were to rev it in Park.

The only time it will drop relatively quicker is if your engine is stone cold.
