There is a section that speed can be used as a contributing factor but it can only be used if there is evidence suggesting that that is the case. If we suddenly stopped fineing people for speed related offences then we would have a real issue with speed and death and there would be public uproar and it would be justified. If a bit of beating on speed as a factor in reducing the road toll I am all for it.There's your answer, it's only a 'section' or one contributing factor. The percentage of contributiuon to speeding has in an accident never appear to be considered, yet it is what attracts 95% of the effort. Why, because it's an easy target.I certainly agree speed needs to be Policed, however, for true safety out entire system requires an overhaul. Speed limites need to be reviewed (mostly increased), driver training needs to be massively increased, roads and signage need to be improoved and all safety issues need to be targeted by the Police, rather than just one aspect of it.However, none of this will happen as it will cost money and result in a reduction in fine revenue. Speed increases the impact, but the cause of the impact can be a multitude of factors (including speed in some cases). Speed limits are set at arbitrarily low levels to allow for average drivers in average cars in average conditions - this does not mean you are safe at the speed limit in all conditions, and that is the point; drivers need to be able to determine what is an appropriate and safe speed for a given set of conditions. The current attitude to speed limits forced on us by the authorities encourages us to focus only on the speed limit, not on the conditions or what speed is safe for the conditions. What we must also consider is that a good proportion of crashes are caused by morons who will drive like w@nkers no matter what extra rules or regulations are brought in. Enforcing harsher penalties regarding license demerit points will only affect the majority of the community who generally drive safely and responsibly, and occasionally get caught out at 4km/h over the limit on a downhill gradient in the middle of no-where by a sly camera-operator. The morons will continue to drive with or without a license, so don't really give a toss about it. If the authorities were really interested in making holiday periods safer (and all times for that matter), police PRESENCE on the roads would prevent a lot of incidents caused by impatient, potentially in-experienced drivers. Let's focus more on things like in-attentiveness, dangerous over-taking, driving without due care (which includes phone use etc), un-roadworthy vehicles, and most importantly, DRIVING WITHOUT A LICENSE. I have never, in 12 years on the roads, been asked to show my license. Which, I may add, was far too easy to get in the first place, and is another area where more attention should be shown by governments. A driver's license should be a priviledge, not a right. We see so much speed and alcohol kills mantra, and enforcement only of those specific laws, that dangerous drivers are usually only caught after an accident.How often have you seen a person doing a dangerous overtake then get pulled over? Yet I bet that doing an overtake of a semi around a blind corner is far more dangerous than doing 104 in a 100 zone, and yet (especially in vic) the guy doing 104 is far more likely to be caught than the guy doing the overtake around a blind corner.I'm not saying that speed and alcohol does not kill (have you ever seen a car crash where both cars where not moving and no external forces?) but I'm willing to bet that speeding in it's own right is not the only factor in most crashes to which it is attributed to.The problem is that speed and alcohol laws are easy to enforce. Give a copper a radar or camera and you've got speed covered, give a copper a breathalizer and you've got the alcohol covered.
