I'm not suprised you get attention with 10000k. They would be almost purple in colour. It is only the low beam that is goverend by ADR rules. You are permitted to change your auxilliary lighting which includes the high beam. I have imported and sold HId's for about the last 5 years and have have done a lot of research on the rules and regulations (although they do vary from state to state). Providing your lighting is independently switched and can be turned on and off independently of the low beam you can make whatever mods you like. If you have a single globe which moves in and out for hi/lo, you have hid on both high and low beam (the focal point is moved to project the light further). Personally we won't use or recommend the mechanical type as our past experience has shown them to fail (about 90% of the time eventually). Although if you don't use high beam much it probably won't be a problem.

If you have the right colour temp ie: 4300k-5000k and you adjust your headlights properly, you wont have a problem from the police.

Ive had HIDs for years and never had a problem.
