the only way to defrost anything especially fish is in the fridge over night, from 4 degrees to 60 degrees is considered the DANGER ZONE for bacteria reproduction. defrosting in water or on the bench allows parts of the fish to wander into thes danger zone allowing bacteria to breed and decomposition of the flesh.

for my taste I would give it a few slashes in the side rub in some garlic chilli cumin salt and pepper, roll it in flour and drop it in the deep fryer.

then for your thai special, fish sauce soy sauce garlic chilli palm sugar and vinegar as a sauce over the top served on rice.

we call 'em tricky scnapper up here (the giveaway is the blue markings near the eyes)

in foil with a bit of butter and lemon slices then in the oven for 20 mins once defosted (depending on size) don't over cook it.

OK, so we'll go with some kind of snapper then eh?

Definitely a Lethrinus nebulosus. Other WA names include blueline emperor; emperor; greater spangled emperor; green snapper; lesser spangled emperor; morwong; North West snapper; norwest snapper; nor-west snapper; Nor'wester; sand bream; sand snapper; yellow sweetlip. Most serious west aussie anglers know them as Spangled Emporer but like all states, names are very different (ie Jewfish / mulloway / dhufish saga!)

Pretty common around Exmouth, Waroora Station, Coral Bay etc. Dare I say one of the most widely caught fish in that area as you can catch them from the beach / rocks around the reefy areas.
