There would have been a car parked further up the road pulling cars over that head rego problems or if the car was wanted for a robbery or something. I saw one EXACTLY like this unmanned, and 50 meters down the road there was one of those speeding signs strapped to a post. The reason I found out was because I didn't notice a speed camera anywhere, so inquisitive and suspicious, I drove back 2 times before spotting it. It was right on the corner of a side street, tucked far back infront of bushes, with a camoflage sheet over it! I drove back around 2 more times and then noticed a cop fiddling with it.
