Those are brake dust shields, meant to stop brake dust from getting on your rims as much.

I'd personally take it off if my car had it, it hides the brakes and makes it look like you have drum brakes I reckon :)

It was the first ahhh "mod" I did to my car when I bought it. They serve no purpose in my opinion

Ohh.. you mean the rusty hub covers. Get rid of them, paint your hubs and never look back.

Heard that they also help warp your discs, as they keep the heat in there.

They do make a pretty mean frisbee.
