Correct me if I'm wrong but I beleive they are sued during the build of the cars in the plant for some reason, I'm not exactly sure why. But when the part is on the car they just leave the elastic bands there which is why you will find heaps of them all over your new car. Nothing has been or is being held together by these so dont worry about it, just get rid of them as you find them so it doesnt look so bad haha.
