The tax, up from 25 per cent to 33 per cent, is aimed at prestige imported cars. But the rise will affect locally produced vehicles such as the Ford Territory Ghia and the Toyota Tarago Ultima. Treasurer Wayne Swan yesterday made it clear the wealthy would be the target elsewhere in a tough Budget. The policy was part of Labor's broader aim of making big savings while trying to protect working families, he said. "It's abundantly clear there are some people who are receiving government benefits who are on very, very high incomes, who don't need them," Mr Swan said. The Treasurer's comments signal that previously non-means tested benefits for the wealthy, including the baby bonus and family payments, will be in the Budget firing line. The Government has already said it will use the Budget to close share option loopholes that allow executives to minimise tax by taking salary increases as shares. Under the new upmarket car tax, vehicles costing $100,000, which attract tax of almost $8000, will be taxed almost $10,500. Mr Swan said spending cuts designed to bring down inflation were his Budget priority. He forecast cuts of between $3-$4 billion in the Budget, but declined to say over what period they would occur. Respected economist Chris Richardson has said those sorts of cuts would have to be made over one year to produce a 0.25 per cent cut to inflation. But Mr Swan rejected that calculation, saying there was no "mechanical relationship" between spending cuts and reductions in inflation. "We've had to make some tough decisions in the Budget," Mr Swan said. "It's only fair that those at the top end pay a little more for their luxury vehicles and help us put an end to the high inflation and high interest rates of the Costello-Turnbull era." If the government had 1/2 a brain they would only do it to IMPORTED cars as this will help the car industry AND reduce inflation.The article is also wrong as the tax only applies to the portion of the value over the $57,400 base price, meaning that a $100,000 car would attract $3,400 more tax than before.
