Just did this,, I couldn't find the rubber stoppers so I found these plastic blockers that you use for gardening/sprinkler installations.. they have a lip on the bottom to prevent them from popping out once the clamp is on.. I hardly got any new sound at all.. I didn't filter it just blocked of both pipes and blocked off the vacume line.. were did I go wrong?

Yes, they are two completely different things.

The wastegate is used to control the boost a turbo produces by diverting exhaust gas either through (more boost) or past (less boost) the turbo.

A BOV is used to reduce the amount of pressure build-up in the intake piping when the throttle has closed. When the throttle closes there is a lot of pressure still in the intake, the BOV vents the excess pressurized air (either to atmosphere or back into the intake at the front of the turbo)

I'd say the person that told you that should've asked the same question you did, cos they obviously don't know the difference between a BOV and Wastegate!
