My dad was way ahead of the Govt on this one. When I was on my Ps, he wouldn't let me drive anyone else around, I wasn't allowed to be driven by a P plater, and he wouldn't let me get a V8 or a turbo.

Of course I broke all of the rules (I even got a TX3 turbo and took the turbo stickers and badges off).

I have no problem with restricting P platers until they have more experience (thinking back I thought I was great, but until I did an advanced driving course, realised how crap and inexperienced I was).

However, if I were making the rules, I'd make it so everyone (not just P platers) would have to pass certain tiers of driving courses to qualify for a performance licence. It's not just P platers, I come across just as many, if not more older maniacs who wouldn't have a hope in hell of controlling their performance car.
