I'm a supporter of DS, however I think the problem though is this:

Perth already has about 20mins of DS all year round. In summer we have 1hr & 20mins which tends to amplify the effect. Why is this you ask?

The earth completes a rev in 24 hrs and longitude is measured as up to 180 degrees east or west of Greenwich in England. It was decided in the late 1800's to make Greenwich the starting point for all time keeping ... mainly to solve the longitude problem for ships navigation. The mariners could work out their latitude quite well by observing the stars or the sun but their longitude position required the time difference between Greenwich and their location ... so an accurate clock to take on ships was required.

So ... each hour corresponds to 15 degrees of longitude (360 / 24 = 15). Perths longitude is about 115 degrees. 115 / 15 = 7.66 hours. So when it is noon in Greenwich it is actually 7:40pm in Perth but for convenience the time zone is rounded to the nearest hour so we say it is 8:00pm. The eight hours from Greenwich actually falls between Southern Cross and Kalgoorlie, that is 8 x 15 = 120 degrees.

That's my theory.
