Are you brake lights working? a blown fuse would cause you the same problems.If you 100% definatly getting 12v at your solenoid i'de recommened removing and testing it straight on the battery as suggested. If it still doesnt function you may be up for a new solenoid.You dont have a clutch that needs bleeding or a loose gear stick the may be making it hard to get reverse? You could get under the car and GENTLY tap the solenoid with a small hammer while somebody taps the brake pedal repeatedly, i dare say you will need to remove it tho.....
