It is actually used to reset the VCT phasers and also to clear a flooded engine.

If there is some dirt or obstruction in the oil feed to the cam phasers, the cam(s) can be put out of relative position and as a result the engine can flood.

Holding the accelerator to the floor and cranking does two things,

1) The PCM attempts to reset the cams back to a base or known position; and

2) It also clears out any excess fuel in the combustion chamber.
