They are fog lights, designed to operate with the parkers only so that the light pattern spreads under the fog - not shining straight in to it.If you have true driving lights running with low-beam then you're committing an offence as well, they should only operate in tandem with high-beam and obviously not be used in the vicinity of other vehicles.
