I'd say Blocked.

Someone might know this, is the main purpose of the cone on FG's to reduce flutter? Or does it have another purpose?

The flutter is from a non working BOV. The flutter noise comes from the turbo through the airfilter. If you have a aftermarket BOV from the standard Bosch ones and it still makes the flutter noise, it can mean the spring is set to hard or the BOV is to small for the boost the car is making.

I removed the cone on my FG and it made the spool noise in the turbo sound alot louder. So it must silence the spool induction noises alot.
